In Estonia, a high-ranking Education Ministry official, Irene Käosaar, has said that national minorities seeking instruction in their native language may leave for other countries.
Estonian MPs seek to change the law on private schools where Russian-speaking children have been allowed to get educated in Russian until recently.
According to the official, all graduates in Estonia should enjoy equal competitive rights on the labour market.
If a person is unwilling to use that right, they are free to choose another country to make their home in, Irene Käosaar said.
