* A 74-year old man opened fire at government workers in an office in Tallinn shortly before closing time on Sept. 11.
Police said the man, a pensioner, shot the chief and deputy chief of the social welfare department of Haabersti city district.
One of his victims was shot in the head and chest and remains in critical condition. The second victim was shot in the leg and is also currently in the hospital.
The man was reportedly wearing a T-shirt depicting the faces of Osama bin Laden and Adolf Hitler. A criminal investigation into the shooting is underway.
