Estonia's police force is undergoing one of its worst crises in the past 15 years. An intense internal investigation led to 18 criminal violations by police officers. The breadth of corruption was staggering, and many police commanders are bracing themselves for even worse developments. Raivo Aeg, Estonia's recently appointed national police commissioner, has found himself at the center of an ethical storm.
