So, where are the locals going in Tallinn when it's colder and there's a (high) chance of snow? They warm up with coffee or by playing outside. At Lauluväljak you can rent snowtubes by the half hour to slide down the slopes! Or in the Old Town, strap on some skates at Harju street ice rink.
