President Toomas Hendrik Ilves appointed Hanno Pevkur as justice minister and Taavi Rõivas as social affairs minister.
Pevkur has until now been the minister of social affairs; and Rõivas, an MP.
The outgoing justice minister, Kristen Michali, resigned last week and was relieved of duties today. Michal has continued to deny a whistleblower's accusation that he colluded in an alleged political funding conspiracy, but the justice minister announced last week that he would step down because his loss of public trust was hindering the government's ability to operate. He said will continue as a member of Parliament.
Meanwhile, the Reform Party was overtaken by the opposition Social Democrats and Center Party in interim popularity poll results.
