Estonia’s President Toomas Hendrik Ilves has again spoken against the granting of citizenship to all Estonian residents.
In an interview with the Latvian magazine “Rigas Laiks” he called Estonia an “occupied country”, without explaining who the occupier was.
He seems to be certain that the magazine’s Latvian readers who actually include many non-citizens will understand what he means without the need for an explanation.
One can only assume that he was referring to the Russian-speaking communities of Estonia and Latvia who made significant contributions to these now independent states when they formed part of the USSR.
